Bill banning inter-district recruitment in J&K passed


AMIDST noisy scenes in the Legislative Assembly, a controversial bill seeking ban on inter-district recruitment in Jammu and Kashmir was passed in both Houses of the State Legislature yesterday.

 

Soon after the Lower House of the State Legisltaure assembled, Minister for Law and Parliamentary Affairs Ali Mohammad Sagar moved an amendment to the Bill (L. A. Bill No. 1 of 2009) and which was sought by Panthers Party member Harshdev Singh and Congress legislator Ashok Kumar and Abdul Majid Wani.

 

The Government sought amendments in the Bill with regard to provision of 8 per cent reservation for the Scheduled Caste (SC) candidates in recruitments at district and divisional levels.

 

The amendments moved by legislators were later withdrawn.

 

The Bill restricts applicants from applying for government jobs in districts other than their native ones. However, the government claimed that it would provide equitable opportunities of employment in the Civil Services in the State, keeping in view its complex socio-economical and geographical/topographical/linguistic/security concerns and matters connected therewith and incidental thereto with an amendment.

 

The main opposition, People’s Democratic Party (PDP) members were against amendment in the proposed Bill as they wanted blanket ban on the inter-district recruitment.

 

Finding the house in chaos, Speaker Mohammad Akbar Lone put the bill to a voice vote. Infuriated over this, the Opposition PDP members rushed into the well of the House, scuffling with the assembly secretariat staff and created a ruckus by uprooting benches and chairs.

 

Meanwhile, the Speaker has expressed anguish over breaking of the latest public address system (Mike) by opposition MLA s (PDP) in the House today.

 

He said he has received a report from the Assembly office that the value of each mike broken by the PDP MLA was one lakh and ten thousand rupees each. It has been reported that five such mikes have been broken by the PDP MLAs. The total cost of these mikes is 5.50 lakh. He said these mikes cost will be recovered from those MLAs who were found to be involved in breaking these latest sophisticated mikes.

 

The Bill was later passed in Legislative Council.
